The boundaries of the Regional Health Authority – Central Manitoba Inc. were established in 1995 and incorporated in early 1996. On February 21, 1996, the Minister of Health appointed the first Board of Directors, which prepared the move to a regionalized health system. By virtue of the Regional Health Authorities and Consequential Amendments Act, the Regional Health Authority – Central Manitoba Inc. (RHA Central) came into being April 1, 1997.
RHA Central Governing Board
Although RHA Central’s history is very recent, it has accomplished much in the short period of its existence and has been recognized as forward-looking and innovative. In 2002, the Board of Directors began a renewal process that compelled a fundamental cultural change within the organization. Determined to be accountable for making a real difference for people in Central Region, and to ensure its continued vitality, the Board of Directors began functioning as a Policy Governance Board on April 1, 2003.
The Board articulates policy that clarifies values, roles and expectations, describes the governance process and defines executive authority. The Board makes decisions on behalf of the people in Central Region about the kind of future the organization is to create. The Board’s most compelling challenge was to pull together the collection of ideas, intentions, and aspirations from the community and to shape these into the ENDs to be attained. The Board endorsed the following statement of purpose:
The Regional Health Authority - Central Manitoba Inc. exists so that people in our Region are as healthy as they can be at a reasonable cost to the community.
This statement drives us as an organization. We strive to improve the quality of programs and services by ensuring that they are client-centered, user-friendly and integrated across the spectrum of services. People are our reason for being and the resource for accomplishing our purpose.
